Solve the problems of DRDA staff

It is very unfortunate that when Arunachal Pradesh was celebrating the Statehood Day, the DRDA employees had to launch its first phase of pen and tool down strike in protest against non-fulfillment of its various demands by the state government. They are demanding immediate absorption of DRDA staff in line departments and regular disbursement of staff salary. The DRDA employees also said that they are not getting salaries for many months. Meanwhile, it is also said that DRDA employees have applied for mass casual leave for five days beginning from February 27. This will be followed by second phase of agitation from March.

The DRDA employees who are instrumental in successful implementation of various rural development programmes are facing numerous problems despite rendering their service for last many years. Their service to the state could not help them secure their future. Neither the Central Govt nor state Govt seems to be taking interest in the plight of the DRDA employees and do not consider them as their regular employees.

In the given situation and in absence of any transparent policy, the future of DRDA employees appear to be in dark as they are likely to retire without any benefit like pension or gratuity.

There is no denying the fact that off and on the state Government comes out with assurance to look into the grievances of the DRDA employees. The issues relating to DRDA staff were also raised during Assembly session in 2013. But that is not enough. Both Centre and State Govts must come together to solve the grievances of the DRDA employees.

Proportional representation of Dalits and women needed

Dear Editor,

It is wrong to assume that higher castes can solve Dalits' problems or men can solve women's problems because no such problem can be solved without self-determination. Indeed, self-determination is central to democracy. When we see some defects in a democratic system, we sometimes say we need a dictator/ military ruler/ king to solve our problems. However, a dictator can be a bad one. But more importantly, even a good dictator cannot be good enough to satisfy the demand for self-determination of the people. As a matter of fact, even a government for the people fails to get the benchmark of a democratic government until and unless it also becomes a government of the people and by the people.

This is the reason why humanity is still fighting for democracy or for more democracy in spite of its defects. And this was the main idea behind our struggle for independence against the British raj. It is true that some men fought for the cause of women and are still fighting for the same. Also, some whites are championing the cause of black rights, some higher castes for Dalits. But those good Samaritans cannot liberate their counterparts so long as the self-determination of the latter is not guaranteed.

Swami Vivekananda had categorically explained why such power sharing was essential. He said, ~ "Liberty is the first condition of growth. It is wrong, a thousand times wrong, if any of you dares to say, “I will work out the salvation of this woman or child." I am asked again and again, what I think of the widow problem and what I think of the woman question. Let me answer once for all - am I a widow that you ask me that nonsense? Am I a woman that you ask me that question again and again? Who are you to solve women's problems? Are you the Lord God that you should rule over every widow and every woman? Hands off! They will solve their own problems."

Indeed, Lincoln gave his life for the freedom of black people in the United States of America. But it required blacks like Martin Luther King, Junior to distribute the fruits of liberty among themselves. So, to solve the problems of Dalits and women, first of all their proportional representation in government must be ensured.

Mining in Arunachal Pradesh

Dear Editor,

The action taken by West Kameng District Magistrate cum Deputy Commissioner in banning all kinds of mining activities within the jurisdiction of Bhalukpong Sub-division is a very applaud-able step.

With increase in construction activities, the quarrying or mining of minor minerals like sand, shingles, gravel, boulders from riverbanks across the state has seen an unprecedented rise and moreover to fulfill the ever-growing demand of minor minerals, unrestricted and unregulated mining too has increased at an alarming rate.

Such un-regulated riverbed mining causes several altercations to the physical characteristics of both river and riverbed. These can severely impact the ecological equilibrium of river and damages the natural habitats of organism living on the riverbeds, plants, riparian habitat and also affects the fish breeding and migration.

Just as large dams affect entire riverine ecosystems and the people who depend on them, the un-regulated and large scale mining of minor minerals from riverbed and riverbanks is not devoid of environment and social impacts.

The Mines and Mineral (Development & Regulation) Act'1957, (MMDR) empowers the state Govt to make Rules in respect of Minor minerals and accordingly, the Department of Geology and Mining, GOAP, has framed the Rules known as Arunachal Pradesh, Minor Mineral Concession Rule '200 which lay down the rule for the grant of mineral Concessions in respect of minerals classified as minor minerals under the MMDR Act’1957.

To implement this rule throughout the State, the Department of Geology & Mining has deputed around 36(thirty six) numbers of mining officers at various district/Circle/Sub divisions but it is seen that they only identified the minor mineral quarries, notify it through concern DC,ADC, issue mining permits and collect royalties. However, before notifying these riverbed quarries as Govt notified quarries, no detailed studies have hitherto been made to unfold its effects on physical, biological and environment.

In Feb’2012, the Hon’ble Supreme Court of India noted that approval under the 2006 Environment Impact Assessment (ElA), notification is needed for all sand and Gravel collection activities, even if the area being mined is less than 5 (five) Hectares. The landmark Judgment in this regard was given in the case of Deepak Kumar KS State of Haryana and others etc.

The National Green Tribunal (NGT) reiterated this stand of the Apex Court in National Green Tribunal Bar Association Vs Ministry of Environment & Forest & others and ordered a ban on sand excavation across the country without seeking prior approval for the same from State Environment Impact Assessment Authority (SEIAA) and Ministry of Environment, Forest and Climate Change (MOEF&CC). The Green Court also directed all concerned department in States to ensure compliance of the orders.

In the light of above directives, the Indian Bureau of Mines (IBM) has framed model guidelines for sustainable mining of minor minerals wherein the concept of mining plan was made mandatory.

However, it is an utter surprise that the mining officers deputed to implement various Acts, Rules of Central and State Govt, are all non- technical and in such circumstances, it is difficult to understand how these officers’ fits in to doing mining activities as per mining plan. Leaving aside monitoring of mining activities, they are not qualified as per Mines Act and rules made there under to involve in any kind of mining activities. Therefore, State Govt must give a serious thought and revamp the Dept. Geology & Mining, otherwise these officers are not free from scrutiny of the Court of law.

Relentless exploitation of natural Resources in utter disregard of the laws of the land is something to think about by all concern citizens for it is not too far that this fragile ecosystem will be in shambles and will be destroyed to irreparable level in coming days.

So, any party/parties involved in this kind of unscientific and indiscriminate mining and against the prescribed Acts, rules and regulations must be tried strongly as per various provisions of law.

And for the speedy trial of offence committed, State Govt have to constitute, by notification, as many special Courts as may be necessary for such area or areas, as per provisions given under 30B of MMDR (Amendment) Act, 2015 and apart from that State Govt also have to take suitable steps to revamp and streamline the State Department of Geology & Mining at par with other States of the Country.

Few advice for APPSC

Dear Editor,

Through the column of your esteemed daily, I would to thank our APPSC chairman and his team for rolling out post for assistant professors in various colleges of the state. I would like to give few suggestions regarding its recruitment.

Kindly avoid setting up 3 to 4 board members for interview; instead have one subject expert along with two members of the commission.

I request the commission to bring subject experts from outside as in most cases, we find subject experts being called from RGU and NERIST. This may bring certain partiality as most of the candidates are from these two university and many are/have been under the guidance of these subject experts.

We all have toiled day and night and have cleared JRF/NET/SLET to be eligible for the post and conducting objective test would be unfair for us and undermining JRF/NET/SLET certificates.

I request the commission to genuinely take our grievances in positive manner and we believe in your credibility and effort of free and fair recruitment.

Centre seeks early start of hydro projects in Arunachal

ITANAGAR, Feb 24: The Centre is keen to start the hydro power projects in the state.

Declaring that Arunachal is a priority state for development of hydro-power sector, Additional Secretary, Ministry of Power, BP Pandey informed the Chief Minister Pema Khandu that the Centre has identified seven doable projects, which if prioritised can hugely transform the economy of the state.

Pandey expressed optimism that once these projects are through, investor's confidence will get a boost in the state.

The Additional Secretary sought the guidance of Chief Minister in giving fresh lease of life to the pending projects in Arunachal, informing that the Centre has set the target of achieving 75000 MW by 2030, said a CMO statement.

"That's the broad policy we are coming up with - to add another 30-35000 MW to the estimated current total installed capacity of 40-43000 MW in the country within the next 13-14 years," Pandey informed and added that "out of which, 10000 MW alone could come from Arunachal."

The meeting discussed on the status of 2880 MW Dibang dam, Tawang Stage-I & II dams, 2000 MW Subansiri Lower dam, including NEEPCO projects.

Pandey particularly pointed out the need for the Govt. of India to find acceptable solution for the stalled Subansiri Lower dam, expressing concern that Arunachal is losing about Rs 46 crore per month in terms of revenue and NHPC about Rs 1.5 crore every day for maintenance.

Urging the need for the two states - Arunachal and Assam to break ice, the Secretary informed that other issues such as - relief and rehabilitation has been taken care of.

The Chief Minister informed that he is in regular touch with Union Power Minister, Piyush Goyal on the issue of Subansiri Lower Dam and said that it would be sorted out politically with his Assam counterpart Sarbananda Sonowal.

Also as means to resolve the issue, he suggested on increasing free power share to Assam from the current quota of 1.25%, which would be paid by the NHPC Ltd.

Khandu cautioned the dam builders that their approach must be sensitive to the local issues as much of the state's forest resources are owned by community and have been preserved by them. Also he suggested on setting an example first by completing a project. Once the positive effect of the project on the economy starts to be felt, it could change the negative mindset of the people towards the power projects, added Khandu.

DRDA employees to go on mass casual leave

ITANAGAR, Feb 24: The Arunachal Pradesh unit of All India DRDA Staff Welfare Association (AIDRDASWA) has decided to go on a five days mass causal leave from February 27 to March 3. The decision was taken in a meeting of the association held under chairmanship of its president Sanjay Dolo here on Friday.

The DRDA employees are currently on a six days pen and tool down strike which ends on Saturday.

The second phase pen and tool down strike will resume as scheduled from March 6 to 18, the state AIDRDASWA informed in a release.

Meanwhile, the Project Director of Lower Subansiri DRDA has informed the higher authority about mass leave applications submitted by the staffs and the second phase of pen and tool down strike.

Apprehending that the mass leave and pen and tool down strike by the DRDA employees might hamper implementation of various rural development works like MGNREGA, IWMP etc, the PD urged the authority to take concrete step to fulfill their demands.

DRDA staffs have been demanding for their immediate absorption in line departments and regular of salary.

Security forces nab NSCN(R) cadre

KOHIMA, Feb 24: Security forces apprehended an NSCN(R) cadre from Kharsang village under Changlang district.

The NSCN (R) cadre, who has been identified as Sampit Kitman, was apprehended by Jairampur Battalion under aegis of DAO Division during an operation on Friday morning.

The operation was conducted based on specific information about presence of one cadre of the outfit trying to terrorize and attempting forced extortion in Kharsang village.

Blank extortion notes and drugs were recovered and seized from the cadre.

The NSCN(R) cadre admitted during interrogation that he had been actively assisting and acting as Rajapio for the organisation. (PRO, Defence)

Investigation sought into student’s death

It’s a nightmare for the families, says father of the accused

ITANAGAR, Feb 24: While seeking free and fair investigation into the alleged killing of a B.Tech second semester student of Scholar's Institute of Technology & Management, Guwahati, Katem Dai by one of his classmates, the Adi Students' Union (AdiSU) (Apex) has in a letter to the state Chief Secretary on Friday appealed to her to take up the matter with the Deputy Commissioner Kamrup and the Superintendent of Police, Crime Branch, Guwahati to unearth the truth regarding the student's death.

The Union has further appealed to the Deputy Commissioner Kamrup not to entertain any bail plea by the alleged accused until the investigation was over.

The father of Rajen Tachang who has been arrested after the death of his classmate Katem Dai said that the incident has become a nightmare for the families of the accused and the deceased.

Natung Tachang in a statement said that his son and Late Dai were friends and it was a fight that had gone horribly wrong while they were celebrating the Arunachal's statehood day in Guwahati.

Tachang and Dai were classmates at Scholar Institute of Management, Guwahati and both were pursuing B.Tech.

Based on the CCTV footage, the father said Tachang was not the first to pick a fight.

"I have no words to comfort the families of Late Dai. Only God knows how wounded I am hearing the horrifying demise of Dai who was like a son to me. My family and I offer our condolence from the core of our hearts", the letter released to the press read.

"My son was crying in the jail. He explained that he is not crying because he is in jail but because he never thought that his friend will be dead because of a silly fight" the father further said.

My son was called a murderer whereas it was actually an accidental death, the father said while appealing for sensitivity in reporting the incident.

He further said that press coverage in Assam and Arunachal must be free and fair to let people know the truth as because one precious life is also waiting to be heard in Central Jail Guwahati.

He further said that a fake disturbing video was being circulated in the social networking sites claiming to be the video footage of the incident.

The video is not of the incident, he said while appealing all not to share it as it may give rise to communal tensions.

He has appealed the media and those using social networking sites to be sensitive while reporting on the case.

DCM release state focus paper

ITANAGAR, Feb 24: Deputy Chief Minister, Chowna Mein released the State Focus Paper- 2017-18 prepared by NABARD, regional office Itanagar at Banquet Hall here on Friday.

NABARD has estimated Rs. 597.46 crore as credit potential for the year 2017-18, 67 percent of which is for crop loan and term loan for agriculture and 18 percent for MSME. The credit potential assessed for 2017-18 showed an increase of 12.5 percent as against Rs. 531.12 crore assessed for 2016-17.

While speaking on the State Credit Seminar organized by NABARD, the DCM called for coordinated action by the developmental departments, banks and NGOs to secure the prosperity of the rural masses. Stating that rural infrastructure is of utmost importance for the state,

he emphasized on the role of institutional credit assuming significance in capital formation in agriculture. He said that a roadmap to effectively implement the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in the state is also being worked out.

He also informed that the state govt contemplate to evolve a new land policy which would enable the farmers to avail loan from the banking sectors while also saying that due to absent of appropriate land document, rural people of the state are not able to avail loans from various financial institutions.

Calling upon the bankers to exploit the potential identified for funding projects in the state, Mein requested the bankers to enhance loan amount under Kisaan Credit Card and to provide financial assistance for setting up small scale processing units for the local market which would boost the rural employment. He also urged them to organize awareness campaigns in rural areas and also to provide better infrastructure facilities especially under irrigation and to focus on infrastructure for increasing productivity in agriculture sector.

He further expressed hope that the State Focus Paper will help the State Govt and banks in working out a concrete action plan for effective implementation of the proposed State Credit Plan for 2017-18.

Chairman Arunachal Pradesh Agriculture Marketing Board, Ngurang Pinch in his speech urged the financial institutions to play proactive role in improving capital flow to the farm sector. He requested the bankers to simplify the procedures for obtaining rural credit and to consider the authentication of land ownership by the village level headman or any other designated authorized body or institution. He also urged the State Cooperative Apex and Rural Banks to extend their branch networks to the rural areas and to mobilize rural people for savings and other banking operations which would immensely benefit the farming community.

While also calling for effective implementation of Kisaan Credit Card Scheme to assist the small and marginal farmers to avail short term crop loans, he expressed hope that the NABARD would play a lead role in the entire process of rural farm credit.

Earlier, GM, NABARD, S Sankaranarayanan in his introductory speech emphasised on the need to increase credit flow in the state and investment in agriculture and rural infrastructure. He informed that NABARD has sanctioned Rs. 255 crore to the State Government for creation of rural infrastructure under RIDF for 21 projects for Rural connectivity, flood protection, storm water drain, drinking water and education. Cumulatively, NABARD has sanctioned Rs. 1463 crore to the state for 158 projects in the state.

DGM, NABARD Binod Kumar, made a power point presentation on the state focus paper. NABARD has estimated a total credit potential of Rs. 579.46 crore which can be financed by the banks in the state during 2017-18 under priority sector. While Rs.399.76 core i.e. two third of the total projection is estimated for Agriculture sector, the projections included Rs 108.29 crore under MSME, Rs.80.39 cr under OPS and Rs.9 cr under micro credit.

He explained that the projection of the credit potential and areas to be focused has been made keeping in view the national goal of 'Doubling the Farmer's Income by 2022'.

Dean, College of Horticulture and Forestry Pasighat Dr A K Pandey made a presentation on the theme 'Doubling the Farmer's Income by 2022' and shared his views on how to increase income of the farmers in the state specially by using new and efficient farm technologies.

Regional Manager of Agriculture Insurance Corporation of India K C Behera explained the process and benefit of Pradhan Mantri Fasal Beema Yojana. DGM, SBI and DGM, RBI also spoke on the occasion.

AAPWU demands proper implementation of labour laws

PASIGHAT, Feb 24: All Arunachal Pradesh Workers Union (AAPWU) has demanded implementation of Labour Laws in the state.

The state government is unenthusiastic in implementation of labour laws, which is depriving the poor workers from the benefits they are entitled to, alleged AAPWU President Jalley Sonam.

Addressing at an awareness meeting here on Friday, Sonam said that the Labour Welfare Board run by the State government was not functioning properly to ensure benefits of the poor laborers.

He also alleged that many labour union leaders are working with vested interests ignoring the problems of casual laborers working under various departments.

Sonam, who has been leading the labour union for more than two decades, demanded the State government to construct of labour community halls and labour guest houses in every district.

AAPWU General Secretary Techi Tera informed the workers about the union's 32-point charter of demands submitted to the state government and the state government's decision to conduct DPC meeting twice a year to grant due promotion of the workers under the existing norms.

He claimed that enhancement of workers payment from Rs 480 to Rs 9,500 during the last ten years was an outcome of untiring efforts of the union functionaries.

The office bearers of AAPWU's East Siang unit and several women members shared their grievances with state committee members and urged them to take up their problems with the authority.

CBOs participate in Golden Jubilee Nyokum Yullo at Joram

ITANAGAR, Feb 24: Various community based organizations under the banner of Arunachal Indigenous Tribes Forum (AITF) participated in the Golden Jubilee Nyokum Yullo Celebration at Joram on Thursday.

Representatives from Galo Welfare Society, Adi Baane Kebang, Tagin Cultural Society, Tanw Supun Dukun, Sajolang Elite Society, Aka (Hrusso) Elite Society, Shertukpen Employees Welfare Society, Mishmi Welfare Society, Wancho Cultural Society, Tangsa Literary & Cultural Development Society, Itanagar and Yobin Tribe Welfare Committee were accorded warm welcome.

The team inspected the Arts Gallery, Food Stalls, Multipurpose Golden Jubilee Hall, Golden Jubilee Gate, Golden Jubilee Pillars, and Nyokum Namlos followed by 'Nyokum Yullo-2017; CBOs nite'.

During discussion, Sahitya Academy Awardee, Dr Y D Thongchi informed the gathering that sanction has already been accorded for the statue of Late Dr. Bhupen Hazarika in the Nyishi Heritage Village in Nyishi traditional attire.

Next day, AITF General Secretary Montu Mossang unfurled the Nyokum Flag at Yazali in presence of all the CBO leaders, festival committee members and public gathering which was then followed by ceremonious folk dance- Buya and Rikham Pada.

The main event of Golden Jubilee Celebration at Joram with ritual sacrifice is slated to be held on Feb 26 with Chief Minister Pema Khandu.

Nyokum Yullo at Tezu

Tezu: Nyokum Yullo festival of the Nyishi community was celebrated with traditional fervour at Amik Ringiya Hall, Tezu on Friday.

Former minister Nakul Chai emphasised on maintaining one's tradition and culture saying that "conversion to other religions is not a problem, but that should not be an excuse to deviate from one's roots".

He emphatically said that one did not become a Nyishi or Mishmi just by being born into the community but by imbibing it's traditions, customs, beliefs and religion. He further lauded the festival committee for bringing together all members of the community for such a noble cause.

Later, the Nyokum Yullo mythology was narrated by festival general secretary Siyang Rebe. He also shared that Mithuns are sacrificed in the ritual altar for the welfare and well being of the society. Taking cue from the mythological origin of Nyokum Yullo and the universe, DC Danish Ashraf said that mythologies are actually coded messages from our ancestors who encapsulated the knowledge gained from their experiences into more lasting forms of myths and legends.

"These are the ancient teachings of our elders. In the blind race for modernisation we must not forget our root values", he added. Praising Arunachal for its vivid traditions, Ashraf said that true meaning of religion lies in the simplest acts of caring for one's neighbor, protecting the nature etc. He said that he felt truly blessed to witness these values in festivals of Arunachal Pradesh.

The reception of dignitaries was followed by the traditional Rikam Pada dance. Thereafter there were numerous dance and song presentations which mesmerized the crowd.

Chief advisor NYCC 2017 Nabam Tahi also spoke on the occassion. This was followed by Buya dance in which everyone participated.

When women took to the stage for a cause

ITANAGAR, 24 Feb: Women have often been told what they can and cannot do. This dictate is also prominent in the Arunachal tribal society no matter how many times we attempt to deny it with our own set of excuses.

When the Festival of Arunachal, held alongside the 31st Statehood Day celebrations from February 20 to 23, gave everyday women an opportunity to participate in a fashion show and display their charismatic side while at the same time spread the message of women empowerment, some skeptics laughed and questioned how a fashion show could serve as a platform to showcase "empowerment".

This was not your usual fashion show, where only professional models are usually seen walking on the ramp donning the latest designs. Members of the Arunachal Pradesh Women's Welfare Society (an NGO working for the welfare of women since the early 70s) collaborated with noted designer and one of the pioneers of the fashion industry in Arunachal Pradesh, Bonnei Darang and came up with a unique concept.

Bonnei's show not only exhibited her new line of gales (sarongs) but also showcased how her creations were not confined only to professional models with perfect figures, but were for everyday women, who come in all shapes and sizes.

The ladies walking the ramp, who were not restricted to only members of the APWWS, were nervous and excited at the same time. This was a platform to show that their bodies, age or self-doubt should be the least of their worries in a world where gender equality is still a struggle they face in every important turn of life. This was empowering in the sense only those who are undermined will understand.

Dressing up once in a while in the best attire and looking good is not only a "silly indulgence" for people, but also helps builds confidence, and confidence is empowering. This does not in any way mean they were lacking confidence, but every person needs someone to remind them that they are appreciated and loved for bringing light into the lives of others.

Bonnei Darang's fashion show did exactly that for the ladies who work and fight tirelessly for those who are afraid or financially constrained to fight for their rights.

Dressed in the latest traditional gales of Bonnei, the women, which included housewives, mothers, doctors, lawyers and NGO members, had a challenging task ahead of them of walking side by side with professional young models, and in high heels. The gales on the other hand were easy for the women to carry since most of them wear gales on a daily basis. Rehearsals were hilarious at some points when some ladies kept forgetting where they were supposed to pause and pose.

Came the day of the show and the women (now models) waited with bated breaths behind the curtains as professional models walked with ease on the carpeted ramp donning the designs of two other noted designers from the state, Techi Yapar and Jenjum Gadi.

The audience, who were probably not expecting elderly women, along with women who were short, stout or just another girl-next-door, surprisingly received the women well. Many could be heard cheering on for their mothers, their wives, their sisters, their daughters, their friends, and of course for simply defying the norms and being more than the relationships that define them.

The show was not only a refreshing start to the fashion industry of the state, but served as an opportunity for all women of Arunachal to realise that they could go beyond the restrictions that everyone believes they are bound by.

This, hopefully, empowered young girls and women who watched from the sidelines to come on centre stage and make a change.

Arunachal festival sets benchmark: food fest regains glory

The habitual critics will not hesitate to blame the administration or the government even for the rains because their only duty is to criticize. Some even unabashedly display their naivety by saying that someone's tears cause rains without realizing that any low pressure building up in the Bay of Bengal can trigger rains in the whole North-East. The critics are loved and respected around the world because their criticism is always constructive and useful. In the film world there is an award instituted as 'Critics Award' as a mark of tribute to the critics who criticize constructively and help the film makers to make improvements in their work. However, most of the critics, especially in our state are not actually critics but cynics who tend to find fault everywhere and every time because they criticize for the heck of it and derive sadistic pleasure by doing that. They always look at the emptier side of the glass of milk because pessimism rules their thought process. For such born again critics there is absolutely no dearth of issues to air their willing and ready criticism. They even criticize a person who walks through the river by saying 'he does not know how to swim.' Yes, the rain did try its best to dampen the spirit and mood of the festival revelers of the Arunachal Festival celebrated from 20th to 23rd February to commemorate the 31st Statehood Day at the Indira Gandhi Park, Itanagar but thanks to the indomitable spirit, grit and tenacity of the people, the festival was a huge success by any yardstick. In fact, the 31st Statehood Day celebrations had set a new benchmark to beat in the future thanks to the great effort put in by the Deputy Commissioner of Capital Complex Sandeep Kumar Singh who was the overall in charge and his team of dedicated officers ably backed by the state government under the Chief Minister Pema Khandu. The Festival Committee Members travelled the proverbial extra mile to ensure that the celebrations were absolutely flawless and memorable. As a simple participant and as an eye witness, I dare say that they were indeed successful in their mission and the people did enjoy the programmes and events fully.

The Bollywood stars including Sunidhi Chauhan, Sonu Nigam and other performers from different states enthralled the mammoth spectators on Feb 20 and 22 in spite of the inclement weather. The young people defied the unrelenting rain and danced in frenzy to the foot-tapping rendition of the latest Hindi hit songs sang brilliantly by the popular singers. This is the magic of music that knows no language barriers. It transcends and penetrates through even the hardened hearts and minds. As expected some critics are vociferous in opposing hiring of Bollywood stars during such important events. But the fact is that since the state is yet to produce stars of the caliber of these established stars, the event managers and the state government have to rope in the services of the Bollywood stars not only to attract the crowd but also to show-case the state through these immensely popular celebrities. They are seen as Ambassadors who can popularize the state outside. More importantly, the ordinary denizens feel happy to come face to face with these stars. Having said that a time will dawn soon when the stars from Arunachal Pradesh will take the places of the Bollywood stars for which they have to toil harder and make themselves worthy. The singing sensation Jeli Kayi and other upcoming performers from the state were also given the chance to display their latent talents. The chief guest of this year's Arunachal Festival Rajnath Singh, Union Home Minister was mighty pleased with the grand and spectacular show presented by the state government. This was evident in his address during the inauguration programme.

The decorations of the whole IG Park, traffic management, lighting, music, stalls and the overall management of the whole event was excellent to say the least. Unlike in the past the food stalls were managed and monitored brilliantly by the flying squad under the hawk like vigil of the Deputy Commissioner and his officers from the administration. In fact, the food stalls had regained their lost glory. It was for the first time that no IMFL was allowed to be sold in the stalls and the price of the food items including local beverages were meticulously regulated and followed from the beginning to the end. No meat of any wild animal was allowed in the stalls. The stalls were prohibited even from playing music. Little wonder then there was no complaint whatsoever vis-à-vis the food stalls. The flying squad from the Food and Civil Supplies department led by DFCSO Amit Bengia and assisted by the Police did a laudable job in making the food stalls a great success. The members of the flying squad kept a strict vigil on the food stalls from the day one to the very end. They created awareness for the vendors before the start of the festival that helped in educating the stall owners. It is hoped that the vendors and the administration in collaboration with other organizations will clean the leftovers of the mega event properly. However, one important event held in the sideline of the Arunachal Festival; The Arunachal Film Festival quietly stole the show. The film festival jointly organized by the department of Information and Public Relations and the Film Federation of Arunachal from the Feb 21-23 at the IG Park was a roaring success that attracted many film buffs. It may be mentioned here that the Arunachal Film Festival started from the year 2013 and has become an annual affair during the Statehood Day.

Last year there were only 9 films making entry in the film festival but this year 37 films including short films, documentaries and feature films were screened. The chief minister Pema Khandu who graced the valedictory function as chief guest was highly impressed by the way the whole film festival was managed and assured all possible help and support to the film fraternity of the state. He told the film enthusiasts that the film and Television training with 20 selected candidates would begin from this year at SC Continental.

In conclusion we must applaud the tremendous effort of the state government in making the Arunachal Festival a grand success that provided so much joy to the people and also a platform to all the departments, artistes and individuals to show-case their products and talents. Arunachal is one of the wettest states thanks to the high rain it receives. So, it is imperative to plan mega events from February to October with the rain in mind. A plan B is sine qua non by creating more covered areas to accommodate more people in the event of rains. The activities of earth moving may be stopped from now onwards as the IG Park is large enough to hold any programme of any magnitude. Phase-wise grass carpeting may be started by taking the advice of Experts to give the Park a green look and save the hapless people from the dust. DIG Neihlaia reviews security scenario of Central Range

PASIGHAT, Feb 24: DIG, Central Range J. Neihlaia held a high level meeting with Superintendents of Police (SPs) of the range here on Friday, wherein the DIG reviewed the security scenario, operational plan and arrangements made so far to maintain law and order situation.

Appreciating performance of police, Neihlaia said though the department was running 60 percent short of personnel, there has been a remarkable improvement in the overall law and order situation.

"Since we've given heavy focus on crime prevention and reduction, better supporting police and putting victims first and it is encouraging to see this work is paying off. Crime rate had dropped during last year," said the DIG adding that illegal activities under check and maximum pending cases has been disposed-off in the range.

The DIG briefed the SPs regarding the work and functioning of district police in handling crimes and stressed upon the officers to fine-tune their security plans adopting new techniques for detection of crimes.

They must take preventive actions for maintenance of law and order in their respective districts on priority and exhorted the officers to synergize their efforts and resources for meaningful actions on ground.

While appreciating the good work carried out by the police in the preventive and substantive policing including seizure of narcotics and traffic control, Neihlaia instructed the SPs to inspect police stations periodically in their respective jurisdictions and stress upon effective coordination, adequate briefing to the subordinate/ supervisory officers and police personnel as a whole to achieve better result.

Action against criminals must taken without any discrimination and no leniency be shown to any suspect, directed the DIG.

Earlier, the SPs of East Siang Pranav Tayal, Upper Siang A. Baruah, Siang D Jini and Lower Subansiri T. Gusar gave their assessment reports based on available inputs with special reference to their respective districts. DIPRO

APSERC Chairman takes stock of power scenario

AALO, Feb 24: Arunachal Pradesh State Electricity Regulatory Commission Chairman, R P Singh, who was on a day-long visit to West Siang district, convened a meeting with HoDs and Engineers of Power and Hydro Power Department at the DC's conference hall here on Wednesday last.

During the meeting, Singh stated that power department in the state is growing very fast as one of the basic industry and its services have reached almost all corners of the state. As a hydro power house of the country, it is our duty to give all needful power supplies to the consumers, he added.

Reiterating that transmission losses, thefts on power and improper metering are the major challenging issues being faced in almost all the districts, he appealed the district administration, police and power department to check the growing problem of power thefts everywhere. He further disclosed that state will very soon get free power and urged the department to sincerely distribute these services down to all level.

APSERC Secretary, Rakesh Kumar Sharma also dwelt at length on issues like power regulations, distribution, transmission, generation, consumption, rights and duties of the power consumers. He laid emphasis on electricity supply code, standard performance regulation and consumer redressal forum in detail. He also insisted on creating much needed awareness on service connection, consumer entitlement to get compensation, metering, consumer redressal etc.

Mustang XI wins Oyan Ligang Cricket trophy

RUKSIN, Feb 24: Mustang XI of Silapathar (Assam) won the Ligang Cricket (T-20) Championship-2017 beating Challenger Club of Silapathar by 94 runs in the final at Oyan School playground in East Siang on Wednesday.

Mustang team scored 145 runs losing 5 wickets. Challenger Club managed to score paltry 51 runs in 14 over losing all wickets.

The winner team was awarded cash prize of Rs, 40,000 along with a gold-plated trophy while the runners up team was given cash prize of Rs 20,000 with trophy.

Mustang XI entered into the final beating Telam Young while Challanger beat Triple Crown Club (Jonai) in the semifinal.

Rajib Upadhyai of Mutang XI, was adjudged 'Man of the Match (MoM) while Nipul Gogoi of Challanger team was declared as "Man of the Series".

The award for Best Disciplined team went to Sparton Boy Team of Dimow (Assam).

The trophies, including for MoM, were donated by Tahang Taggu of Oyan village in memory of his parents Lt Tarang Taggu and Lt Yamak Taggu.

The prize for MoS was donated by Kontiya Bori of Oyan in memory of his father Pesing Bori.

Member of Parliament Ninong Ering, who witnessed the final match, opined that this kind of tournament not only provide platform to show the hidden talents of the players but also foster understanding and brotherhood among the youths.

Appreciating the efforts of the organizers in conducting the Cricket trophy in the name of Ligang festival, the MP advocated that the tournament should be conducted at district and State level in future. Ering urged the dwellers boundary area of both Arunachal and Assam to maintain cordial a relation.

JUFC wins Southern Arunachal Inter District Football C’ship

ITANAGAR, Feb 24: Jairampur United Football Club (JUFC) won the Southern Arunachal Pradesh Inter District Football Championship defeating Nampong Boys Football Club (NBFC) in the final on Friday.

The winner was awarded cash prize of Rs 25,000 with trophy while the runners up NBFC was given cash prize of Rs 15,000.

Third place finisher Young Tangsa Football Club was also given cash prize of Rs 10,000.

The tournament was played on knock-out basis and organized by Jairampur Batallion of Assam Rifles under the aegis of HQ 25 Sector Assam Rifles from February 21.

Other two participants were Real Tengmo Football Club and Lekhapani Football Club.

The matches were witnessed by local civil population with full zeal and motivation.

Taekwondo players win gold

ITANAGAR, Feb 24: The senior Taekwondo team from Arunachal Pradesh bagged three gold and two bronze medals in the 35th National Kyorugi and 8th National Poomsae Senior Taekwondo Championship 2016-17 held at Viswakhapatnam, Andhra Pradesh recently.

While the gold medals came from Group Poomsae, the Bronzes came from Individual Poomsae and Kyorugi.

The gold medal winners were, Gangphung Gangsa, Ranjit Biswakarma and Tana Suraj and bronze medalists were Gangpung Gangs and Laxmi Mugli.

LSDBCC threatens indefinite agitation

ITANAGAR, Feb 24: Lower Siang District Bandh Call Committee (LSDBCC) spearheading the movement demanding Likabali as the headquarters of the proposed Lower Siang district has threatened to launch its second phase of agitation if their demands were not met by March seven. In an ultimatum to Likabali Sub-Divisional Officer, the LSDBCC demanded the state government to issue notification declaring Likabali as the functional headquarters before March six and review of the earlier cabinet decision approving Garu as the permanent headquarters in the next cabinet meeting.

The Bandh Call Committee claimed that Chief Minister Pema Khandu had assured to review the cabinet decision in the greater interest of the people of foothill areas as well as administrative convenience. But, there has been no positive response from the government till date, the Committee said.

Yingkiong SBI to resume operation

YINGKIONG, Feb 24: The State Bank of India (SBI) Yingkiong branch, which was closed down on February 22 due to 'power failure', will resume normal operation within a day or two.

According to Assistant Engineer of Hydro-power Development Department here, the bank was closed mainly due to inability of the stabilizer in the bank to charge the UPSs with Ph-II power supplied from Yingkiong hydel (2x100kw) station.

This is a mechanical problem of SBI Branch Yingkiong, the AE said.

Moreover, the Diesel Generator (DG) set is not in a working condition, the AE said.

The main source of power supply in Yingkiong Township is from Sirnyuk MHS, which is under maintenance, the AE said. Electricity, however, is being supplied from Yingkiong Ph-II (2x100 kw) hydel station, the AE informed. DIPRO

Libang urges Govt officials to maintain work culture

ITANAGAR, Feb 24: Rural Development and Panchayat Raj Minister Alo Libang asked the officials of his department to maintain work culture and discharge duty with utmost sincerity.

Addressing the officials of SIRD here on Friday, Libang sought support and cooperation from the officials as well as general public for development of state, saying that development was not possible without their support. "Performance of all the officers and officials will be reviewed and scrutinized," he said and added that shortcomings in the department will be looked into.

Earlier, Libang reviewed all the schemes and project undertaken by SIRD & RGPSA.

Parliamentary Secretary (RD & Panchayat) Mama Natung suggested to conduct the training programmes in a big way increasing the training period from 3-4 days to 10-15 days.

He warned the officer not to indulge in politics and directed them to work in a team spirit.

He requested the officers to prepare proper budget as per schemes and programmes so that it could be taken up to the government for consideration.

Secretary (RD) Dani Salu, Special Secretary (RD) Nyali Ette, Director SIRD B.J Duia, Director (RD) Duli Kamduk also spoke.

Resentment over delay in inquiry

ROING, Feb 24: A group of youth of Hunli-Desali area has expressed strong resentment over undue delay in conducting an inquiry into reconstruction cum realignment works of the Hunli-Desali road by the Secretary and Principal Secretary (Vigilance) despite directive from the district administration.

No official or vigilance investigation team has arrived yet at the construction site to take stock of the ground realities of the work, the youths, who lodged a complaint of irregularity in implementation of the scheme under RIDF said.

After waiting for months for the investigation procedure to begin, the youth group had filed an RTI in this regard on 14.10.2016.

They demanded that appropriate action should be taken against the defaulter contractors, firm and the executing agency at the earliest.

Training on prevention and control of forest fire held

ITANAGAR, Feb 24: A one day training programme for the frontline staff of the department of environment and forest stationed at Capital Complex on prevention and control of forest fire was organized in collaboration with the fire service wing of Arunachal Pradesh police in the conference hall of PCCF office here on Friday. About 60 frontline staff which included forest guards, foresters, range forest officers, divisional forest officers and senior officers of the department participated in the training.

PCCF and principal secretary (E&F), Omkar Singh in his inaugural speech drew the attention on devastation and menacing effects of forest fire on ecology and environment of the area.

He advised the gathering to be alert and vigil and be prepared for quick response in times of forest fire crisis. The need of training, upgradation of skill and capacity for prevention and control of forest fire was also emphasized.

A representative from Fire service wing made a power point presentation on modern tools and techniques used for combating forest fire. This was followed by a field demonstration on prevention and combating forest fire by the fire department.

Retired IAS officer no more

ITANAGAR, Feb 24: Retired IAS officer, David Yomuth Perme has died on Feb 23 last at Pasighat.

A graduate of St. Edmund's College, Shillong, Perme had served the country in various capacities.

Meanwhile, the Arunachal Christian Forum (ACF) has deeply mourned Perme's demise and recalled him as an efficient and respected officer of NEFA.

While extending heartfelt condolences to the bereaved family, the ACF further prayed for the eternal peace of the departed soul.

Students mourn death of their former leader

ITANAGAR, Feb 24: Former convener of All Papum Pare District Students' Union (APPDSU) Chera Naga died on February 23.

Meanwhile, various students' unions have deeply mourned the demise of the student leader.

Expressing profound grief and sorrow over Naga's untimely demise, All Nyishi Students' Union (ANSU) in a release said that he was a very sincere and dedicated student leader and served the students' community in different capacities since his schooling days.

His untimely death is a great loss for the students' community of the state in general and Nyishi society in particular, ANSU said, prayed for eternal peace of the departed soul.

The students' union also conveyed deepest sense of condolence to the bereaved family.

All East Kameng Students Union, All Kurung Kumey District Students Union, All Namsai District Students Union also expressed shock over sudden demise of Naga.

"Naga was very gentle and honest student leader," they said.

While conveying heartfelt condolence to the bereaved family, the students' unions prayed to almighty to give courage and strength to them to withstand the tragedy.
